The National Transportation Safety Board has recommended that all states outlaw drivers from using their cell phones, including texting, emailing, and talking, while driving. Unlike other legislation that is trying to move through, this law would ban hands-free devices as well.
This severe law comes after a string of fatal auto accidents caused by distracted drivers. Earlier this year, a teenager sent or received 11 text messages in 11 minutes before causing a multi-car pile up, which killed him and another person.
While the NTSB does not have any enforcement powers, its recommendations are taken seriously by lawmakers and federal regulators.
